The US withdrew from the Anti-Ballistic Missile Treaty, effective in 2002. President George W. Bush announced that, "the United States must defend its homeland, its forces and its friends and allies against the threat of missile attacks from rouge nations and terrorist groups, and cannot do so while adhering to the ABM Treaty".

The ABM Treaty was signed May 1972, ratified in August 1972 and entered into force on October 1972. The Parties to the Treaty were the U.S. and the former USSR. The fundamental purpose of the Treaty was to constrain the Parties from deploying territory-wide defences against strategic ballistic missiles.

Russian President Vladimir Putin said that the withdrawal of the United States "does not pose a threat to the national security of the Russian Federation."
