Biological Weapons Convention Signed at London, Moscow and Washington on 10 April 1972. Entered into force on 26 March 1975. Each State Party to this Convention undertakes never in any circumstance to develop, produce, stockpile or otherwise acquire or try to retain Microbial or other biological agents. This also applies to toxins of whatever their origin or method of production. No qualities or quantities of such material have no justification for prophylactic, protective or other peaceful purposes. Weapons, equipment or means of delivery designed to use such agents or toxins for hostile purposes or in armed conflict are illegal. For six years the Biological Weapons Convention's Ad Hoc Group worked to device a verification protocol that would strengthen the treaty. Then, in December 2002, in the final hours of the review conference expected to approve the document, US secretary of State John Bolton threw a deal-breaking firecracker, suggesting that the group's final statement should read: "The Conference takes note of the work of the Ad Hoc Group and decide that the Ad Hoc Group and its mandate are hereby terminated." Bolton said the treaty was flawed, and that "the United States will simply not enter into agreement that allow rogue states or others to develop and deployed biological weapons." Some suspect the United States was actually trying to hide its own activities - like the three secret U.S. bio weapons programs that were revealed in September 2002 in the New York Times.
